A recommendation for member states to deinstitutionalise the care of children with disabilities. What makes this intercultural is its approach emphasising social integration, the importance of communities and considering the needs of the mainstream society in understanding disabilities.

Recommendation CM/Rec(2009)9 of the Committee of Ministers to Member States on the Education and Social Inclusion of Children and Young People with Autism Spectrum Disorders

A recommendation for member states for promoting the social inclusion of autistic children and young people. While it is emphasised that attention must be paid to the individual needs of all the children/youths concerned and their families, it is pointed out that integrated education is highly beneficial for them regarding social skills development.

Recommendation Rec(2006)5 of the Committee of Ministers to Member States on the Council of Europe Action Plan to Promote the Rights and Full Participation of People with Disabilities in Society: Improving the Quality of Life of People with Disabilities in Europe 2006-2015

This action plan for a period of ten years aims to improve the quality of life of people with disabilities in Europe from 2006 to 2015.  It is intercultural in the sense that the document recommends a change of perspective whereby people with disabilities are regarded as citizens rather than patients. Thus their integrated social participation is emphasised and efforts to make this possible are called for.

Access to Social Rights for People with Disabilities in Europe

The report Access to social rights for people with disabilities in Europe describes general principles and measures designed to give people with disabilities access to social rights in Europe. It also identifies obstacles that are in the way of the full social integration of people with disabilities, and also shows examples of good practices to overcome these obstacles. Recommendations for further improvement are made to empower people with disabilities to participate fully in the life of a community.
